WILMINGTON, DELAWARE (12/24/2014) A 26-year-old Newark-area man was arrested on warrants for homicide by abuse or neglect in the death of a 4-year-old child in 2012, Wilmington police said Tuesday.
Tommy Foster was arrested about 5:15 p.m. Monday at his home by Wilmington officers and U.S. marshals.
He was being held at Young Correctional Institution in lieu of $250,000 bail.
