48-year-old Elsmere man charged after explosive device damages home

ELSMERE, DELAWARE (3/13/2018) A 48-year-old Elsmere man has been charged after an explosion damaged a home in the town early Monday, authorities said.

An explosive device placed in front of the home caused the damage in the 1300 block of Cypress Ave. shortly after midnight, said Michael G. Chionchio, assistant state fire marshal.

No one was injured in the blast but one window was damaged, he said.

Mark J. Consiglio, of the 700 block of Baltimore Ave., was charged with three felony counts of manufacturing, possession and use of an explosive device. He was awaiting arraignment Monday night. His home is a few blocks from the blast scene.

Chionchio said three explosive devices were removed from Consiglio’s home by the New Castle County police explosive ordnance disposal unit and rendered safe.

Chionchio said additional charges are expected from the state Fire Marshal’s Office and Elsmere police.

Agents from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives as well as the Federal Bureau of Investigation also were on the scene.
