Police identify man struck, killed in Kirkwood Highway hit-run

PRICES CORNER, DELAWARE (4/1/2016) A 54-year-old Wilmington man who was struck and killed in a hit-and-run collision while crossing Kirkwood Highway has been identified by Delaware State Police.

The driver who fled the scene shortly before 9 p.m. Thursday is still being sought. A second driver who struck Christopher Hess as he attempted to pick up something from the roadway stopped at the scene just west of Greenbank Road.

Hess was taken by ambulance to Christiana Hospital, where he was pronounced dead.

Police said Hess was dressed in dark clothing and wasn’t in a crosswalk when he was struck.

The driver of the second striking vehicle, a 2013 Toyota Tacoma, was driven by Ming C. Tsai, 56, of Wilmington. No injuries were reported.

Police said they had no information on the make or model of the vehicle that fled. Anyone with information is asked to call Master Cpl. John Breen at 302-365-8486.
