23 face charges in Middletown pawn shop racketeering case

MIDDLETOWN, DELAWARE (8/11/2016) An investigation into the purchase of stolen merchandise at the Gold Fever Pawn Shop led to the indictment of 23 people on racketeering and related charges, authorities said Wednesday.

The investigation of the shop at 16 N. Broad St. began in January 2015 by Delaware State Police, the U.S. Postal Service, Department of Justice and Middletown police. It was called “Operation Golden Eye.”

Police said the operators of the business, Shaun S. Reilly, 35, of New Castle, Kisha A. Reilly, 35, of New Castle, and Denise C. Toy, 62, of New Castle, routinely under-reported the pawning of merchandise to a regulatory agency. Shaun and Kisha Reilly, police said, are both convicted felons and violated the law by possessing firearms while they conducted business.

A search of the store and the Reilly home in the 900 block of Cox Neck Road near Delaware City on Aug. 2 found $100,000 worth of stolen over-the-counter health care products as well as handguns, shotguns and rifles, state police said.

The 23 were indicted Aug. 1 by the New Castle County grand jury on charges including racketeering, conspiracy to commit racketeering and organized retail theft.

Shaun and Kisha Reilly also were charged with criminal solicitation and possession of a firearm by a person prohibited. He was being held at Young Correctional Institution in Wilmington and she was being held at Baylor Women’s Correctional Institution near New Castle. Cash bail was set at $150,000 each.

Toy also was charged with criminal solicitation and giving a firearm to a person prohibited. She was being held at Baylor in lieu of $150,000 cash bail.

Arrest warrants have been obtained charging the following, already in custody, with conspiracy to commit racketeering and organized retail theft:

Danielle Francisco, 25, Middletown
Kyle Johnson, 21, Middletown
Stephen McClain, 30, Smyrna
Brittany Martin, 22, North East, Maryland

The following are being sought on those charges:

Cody Keithley, 25, North East, Maryland
Paige Hobbs, 18, Middletown
Cody Kidwell, 25, Smyrna

Police asked anyone with information on the location of these three to call Detective William Harris at 302-365-8428 or Detective Christian Hevelow at 302-365-8471.

Loss prevention personnel from Walgreens and CVS stores assisted with the investigation, police said.
