Man, 21, shot by Dover officer, faces gun charges

DOVER, DELAWARE (8/28/2015) Dover police say a 21-year-old man shot by a city police officer this afternoon is now facing two gun charges.

Terrance Fletcher, of the 100 block of N. Governors Blvd. in the Capitol Park neighborhood near Dover, has been charged  with carrying a concealed deadly weapon and possession of a firearm by a person prohibited. He is being held in lieu of $20,000 cash bond.

The incident just before 1 p.m. drew additional officers from Smyrna, Milford and other agencies and two people in a crowd described by police as hostile were arrested for disorderly conduct.

Police said they had received a tip just before 1 p.m. that a man had a gun and was in the 100 block of S. New St.

Officers converged on the area as well as nearby South Governors Avenue.

The man, later identified as Fletcher, was seen by officers on South New Street and fled on foot through a narrow alleyway toward Governors, where a Dover officer fired his weapon, striking Fletcher in the upper thigh, said Master Cpl. Mark Hoffman, a department spokesman.

A loaded handgun was found in the area of Fletcher shortly after, Hoffman said.

Officers provided first aid and called for medical assistance, he said.

“Shortly after the incident, as officers were on scene investigating the incident, a large crowd formed on South New Street,” Hoffman said. “As the crowd grew, officers observed members of the crowd becoming hostile towards police officers from Smyrna, Milford, Capitol, and Delaware State Police Department’s responded to assist with the crowd. Two subjects were arrested for disorderly conduct and other charges as a result. The majority of the crowd dispersed peacefully a short time later.”

Earlier tonight, Hoffman said Fletcher was in stable condition at Bayhealth Kent General Hospital and his wound is not life-threatening.

At an earlier news conference, Police Chief Paul Bernat said the officer, a three-year veteran of the force, has been placed on administrative leave pending outcome of the investigation. His name was not released. He is a member of the street crimes unit.

Hoffman said the officer’s leave is with pay.

Just after 2 p.m., police reported they were on the scene investigating an officer-involved shooting and released a statement saying, “The situation is safe and secure at this time and we will provide further details as we are able to.”
