22-year-old man charged in Milton shooting death

MILTON, DELAWARE (12/6/2014) A 22-year-old Milton man has been charged with first-degree murder in the shooting death of a man at the Park Royal Apartments last month and the attempted murder of the man’s teenage brother, state police said Friday.

Carlos Juan Feliciano-Concepcion was taken into custody Thursday when he reported to his probation officer in Georgetown.

He is being held in Sussex Correctional Institution without bail.

A Milton police officer, responding to a report of shots fired about 2:40 a.m. Nov. 24, found the two victims in a vehicle outside the 400 building of the apartments at 501 Palmer St.

Rogelio Martinez-Hernandez, 20, of Milton, was pronounced dead upon arrival at a hospital and his 14-year-old brother, Marlon Martinez-Hernandez remains hospitalized in critical but stable condition.

State police are still investigating and have not established a motive.
