DOVER, DELAWARE (12/29/2014) A man and a woman were arrested on heroin charges after they conducted a drug transaction Sunday at Dover Downs Hotel & Casino, city police said today.
The arrests came about 10:40 p.m. after Dover police officers arrived on a report of a woman asking customers for painkiller medications.
Police said security video showed a woman and man conduct a transaction in which a clear plastic baggie containing white powder was exchanged.
Christina Ligameri, 20, was arrested and police said they seized 403 baggies containing more than 6 grams of heroin from her.
Mustafa Whitfield, 29, was arrested and found to have brass knuckles, Ligameri’s wallet and ID card, police said.
Both were charged with possession of heroin with intent to deliver and related counts.
Ligameri was being held in lieu of $22,000 secured bond.
Whitfield was being held in lieu of $50,00 cash bond.
