Man walking dog is struck, killed in Camden

CAMDEN, DELAWARE (12/23/2014) A 55-year-old man walking his dog was fatally injured Monday night while crossing a street in front of Caesar Rodney High School in Camden, state police reported this morning.

The accident happened about 6:55 p.m. at the Old North Road and West Street intersection.

The victim was identified as David E. Bilow of the Camden-Wyoming area.

Police gave these details:

Kyle T. Tieman, 18, of Smyrna, was operating a 2001 Saturn SL eastbound on Old North Road approaching West Street.

Bilow was walking his dog across Old North Road from Caesar Rodney High School in a marked crosswalk.

A vehicle westbound on Old North Road had stopped just prior to the crosswalk to allow Bilow to cross.

At the same time, another vehicle was making a left turn onto Old North Road from West Street and passed in front of the eastbound Saturn, causing Tieman to slow down to avoid striking it on the driver’s side.

The Saturn then continued east and failed to see Bilow, striking him with the front of the car. Bilow was thrown up onto the car and then into the roadway. The Saturn was able to come to a controlled stop.

Bilow was taken by ambulance to Bayhealth Kent General Hospital in Dover and succumbed to his injuries three hours later.

The Labrador mix dog ran back to the family residence nearby and was taken to a local veterinary hospital where he was treated for undetermined injuries.

Tieman was taken by ambulance to Bayhealth Kent General Hospital, where he was treated for minor injuries and released. A 17-year-old female passenger was uninjured. Both were wearing seat belts.

State police are still investigating the crash, at the request of Camden police.  No charges have been filed.
