Dover K-9 captures fugitive near Elks lodge

DOVER, DELAWARE (12/20/2014) A fugitive from New Castle County was captured by a K-9 in Dover, city police said.

The arrest came just before midnight Thursday near the Elks Lodge in the 200 block of N. Kirkwood St.

Police had learned Steven Roscoe, 31, of the Briar Park neighborhood near Camden, was at the lodge and knew he was sought on a warrant from New Castle County Superior Court.

When officers asked Elks staff to have Roscoe come out, he fled out a rear door and fled when the officers gave chase, police said.

K-9 Spike pursued Roscoe and brought him to the ground, with police taking him into custody.

Police said they found 1.9 grams of marijuana in his pants pocket.

Roscoe was charged with possession of marijuana, resisting arrest and being a local fugitive. He was being held at Vaughn Correctional Center near Smyrna in lieu of $103,500 secured bond.
