BEAR/NEW CASTLE, DELAWARE (6/4/2016) More than 4,000 bags of heroin were seized and two men were arrested following a traffic stop for a cellphone violation, the Delaware State Police reported this morning.
The incident began about 1 a.m. Thursday near U.S. 13 (DuPont Highway) and Route 273 (Christiana Road) near New Castle.
Police said the driver of a Chevrolet Tahoe SUV was seen talking on a cellphone, and troopers attempted to stop it but the driver sped away.
Near the intersection of Route 7 and Rivers End Drive in Bear, the driver threw a bag out of the car – later found to contain 1,560 bags of heroin – and continued south, finally stopping on Newtown Road just west of Route 7.
The driver, Anthony Owens, 31, of Newark, was taken into custody after a brief struggle, police said.
Officers with the New Castle County Governor’s Task Force found $401 cash, a digital scale and key cars for the Dutch Inn Motel at 111 S. DuPont Highway near New Castle, police said.
Owens was found to be the registered guest of two rooms at the motel, and in one of them police said they found 2,524 bags of heroin and arrested Richard L. Foulke, 25, of New Castle.
Owens was charged was charged with possession of a controlled substance in Tier 5 quantity, possession with intent to deliver a controlled substance in Tier 4 quantity and second-degree conspiracy. He was released after posting $53,003 secured bail.
Foulke was charged with possession of a controlled substance in Tier 5 quantity, possession with intent to deliver a controlled substance in Tier 4 quantity, second-degree conspiracy and traffic offenses. He was being held at Young Correctional Institution in lieu of $51,000 secured bail.
