GLASGOW, DELAWARE (6/2/2015) A 61-year-old former foster parent has been charged with sexually abusing a young child over a number of years, New Castle County police said today.
Lazarus Rougier, 61, of the first block of N. Bellwoode Drive in the Bristol Place community in Glasgow, was arrested after an investigation that began in March.
The Rougier family fostered young children in their home from 2003 until 2012, Officer First Class Tracey Duffy said. The children were as young as 10 years old and lived in the home before being adopted.
Rougier was charged with two counts of unlawful sexual contact, continuous sexual abuse of a child and sexual abuse of a child by a person of trust.
He was being held at Young Correctional Institution in lieu of $265,000 bail.
