44 arrested in New Castle County drug probe

NEW CASTLE COUNTY, DELAWARE (12/10/2014) An 11-month investigation into drug trafficking in New Castle County has resulted in the arrest or indictment of 44 people, state police reported today.

The probe, dubbed “Operation Son Sun,” targeted an illegal drug trafficking organization headed by Andrew Lloyd, 31, and Jarrell Brown, 29, both of Newark, police said. Andrew Lloyd was charged with directing a significant heroin network in Wilmington.

The investigation also involved the Delaware Department of Justice, the Drug Enforcement Administration, Wilmington police, the FBI, New Castle County police, state Division of Probation and Parole, Newark police and Pennsylvania State Police.

Police said search warrants were executed Oct. 30 at eight homes:

* 2610 N. Market Street, Wilmington

* 210 E. 23rd Street, Wilmington

* 401 N. Spruce Street, C1, Wilmington

* 835 N. Pine Street, Wilmington

* 12 Hobart Drive, B4, Newark

* 502 E. 5th Street, C1, Wilmington

* 501 E. 5th Street, C2, Wilmington

* 810 W. 9th Street, Wilmington

On Nov. 25, search warrants were executed at these locations:

* 5301 Byron Court, Newark

* 2223 Dickens Terrace, Newark

* 11 Kathy Court, New Castle

* 19 Blyth Court, New Castle

* 31 Winterhaven Drive, #4, Newark

* 51 Brookside Boulevard, C6, Newark

* 44 Oakmont Drive, New Castle

* 1 Barbara Circle, Wilmington

* 511 Smyrna Avenue, Wilmington

Police said the following were seized during the searches:

* 416 grams of heroin

* 25 grams of crack cocaine

* 10 grams of methamphetamine

* 2426 grams of marijuana

* 91.5 schedule II pills

* 122 schedule IV pills

* 6 Fentanyl patches

* 7 handguns and ammunition

* $34,100.00 in cash

* 2 motor vehicles

Andrew Lloyd was indicted in New Castle County Superior Court on 36 felony and four misdemeanor counts including racketeering and drug offenses. Lloyd is being held at Vaughn Correctional Institution for lack of $1,107,000 cash bail.

Jarrell Brown was also indicted on 64 felony and one misdemeanor count including racketeering, drug and weapons offenses. Brown is being held at Young Correctional Institution for lack of $1,925,100  cash bail.

2. Steven Roscoe, 31, Dover (Charges- Possession with the Intent to Deliver a Controlled Substance in a Tier 4 Quantity, Possession of a Controlled Substance in a Tier 5 Quantity, Conspiracy 2nd Degree)

3. Leroy Ridgeway, 63, Dover (Charges- Possession with the Intent to Deliver a Controlled Substance in a Tier 4 Quantity, Possession of a Controlled Substance in a Tier 5 Quantity, Conspiracy 2nd Degree, Providing a False Statement to a Law Enforcement Officer). No mug shot available.

4. Marcus Cobuccio, 20, New Castle (Charges- Possession with the Intent to Deliver a Controlled Substance in a Tier 4 Quantity, Possession of a Controlled Substance in a Tier 5 Quantity, Conspiracy 2nd Degree)
