Sex offender charged in incidents with two girls

HARTLY, DELAWARE (12/23/2014) A 33-year-old Hartly man has been charged with multiple sex offenses involving two juveniles, state police said Monday.

Kevin E. Marrs, who police say was a registered sex offender from a fourth-degree rape conviction in 2001, was charged with five counts of unlawful sexual contact, two of endangering the welfare of a child and indecent exposure.

Police say the investigation began when an 11-year-old girl reported to her parents she had been sexually assaulted by Marrs when she was 9 years old and he was her babysitter.

The incidents allegedly happened at her home between September and November of 2012.

Marrs also sexually assaulted the girl’s younger sister while watching her at the home between March and May of 2013, when she was 7, police said.

Police said the girls were not members of Marrs’ family.

Marrs, who was arrested Friday, was committed to Vaughn Correctional Center in lieu of $124,000 secured bond.
