NEW CASTLE COUNTY, DELAWARE (12/13/2014) A New Jersey man has been charged with home improvement fraud for taking money for work he didn’t complete at two New Castle County homes, police said this morning.
Victor Delpiano, of Woodbury, received more than $11,000 for work on a home in the first block of Sumac Court in Bear and almost $17,000 for work on another home in the 400 block of Greenwood Drive in Pike Creek.
Delpiano surrendered to police at the Sweeney Public Safety Building on Dec. 4 and Dec. 11. He was released on $2,000 unsecured bail on each countof home consumer fraud with victims over 62 years old.
At the Sumac Court home, police said, Delpiano had been hired in April and was to complete the project within a week. At the second home, the victim reported she had hired Delpiano in November of last year for several projects to be completed before Christmas 2013 but the projects remain unfinished and in a hazardous condition, police said.
